You can use SSMS (sql server management studio ) to connect to the integration services. But SSMS is not the only tools available for that purpose. Let say you do not have SSMS installed. Should that be the case, you can use of the following tools:
DTEXEC.exe (to run a package)
and
DTUtil.exe (To manage a package)
